The Trust is an independent entity, and its seed funding comes from:

• 20% of the Commonwealth's Special Fund Account for Economic Development handled by PRIDCO, (recurrent)
• $5M Rum Rebate tax, (recurrent)
• $4M University of Puerto Rico Centenary Scientific Research Fund over a period of nine years
• $5M from Public Works (non recurrent)
